Nevada has long taken a pragmatic view of prostitution. They legalized it, regulated it, and taxed it. For places like the Chicken Ranch, it can turn into a tourist destination. AND the women in the houses are not diseased, because they are required to get regular medical checkups. Those women on the street, however . . . One of my classmates was quite blase about it. She "worked" in one of the houses during the summer after high school in order to raise money for university tuition. I moved away so I don't know if she went back to school or stayed in that job because of the easy money.
