The last quote "Most in Georgia see this as a chance for the troops to gain training and expertise in upping their military might after last year’s conflict..........." has definately 'hit the nail on the head' so to speak. These soldiers will be getting some serious training and experience under their belts in Afghanistan (not to mention lots of 'free' US kit and weaponary that they can take back home with them). The real benefit of this for Georgia however is that these soldiers will return as combat veterans and as such will be much less likely to turn and run at the first sight of a Russian uniform. I think this is a clear message to Russia, and not about trying to get NATO membership again (yet).
