Certainly the nucleus of a sensible approach is forming, what we should spend our efforts on is providing a process and framework to improve the management and control of technology for nuclear power generation and research. Every one is entitled to this, allowing freedom for all is the way to go. Not the formation of exclusive clubs. If countries are going to be threatened for doing anything nuclear, then of course theyy will start to hide things. By giving them a method to use nuclear energy safely, we build a world of equality, which is supposed to be what principled people are about! we are supposed to be a community, not gated blocks, shutting others out,
