Winning hearts and minds of the Afghan people through terror. NATO is employing Stalinist NKVD tactics in Afghanistan to terrorize the population into submission - brute force. NKVD philosophy dictated that killing the innocent is a more effective in controlling the masses than killing the guilty. However, NATO "apologizes" after their slaughters, while the NKVD never apologized.
