Russia’s Foreign Minister Sergey Lavrov called on Europe and the U.S. to forge a new security agreement. Moscow isn’t happy with the current arrangements, and would like a legal framework incorporated in a security deal.

Let us see, An agreement, which is acceptable and likeable , to Both the parties is , I would say wonderful!! If it is acceptable and likeable to the peoples of the parties concerned, then, it is all the more wonderfull!! If the agreement is also in line with the global aspirations and trends then, all the more better if it can 'catch' the spirit of the times!! then all the more great; Apart from economic considerations if it can touch upon finer aspects of human nature,then, all the more good. raaj joshi

The condensed summary of the Western political attitude is the objection to accept Russian preference of making a legal deal or a row of consecutive deals. The West insists on integrated political involvement offering an obsolete indoor priviledges. In technical perception West is looking at Russia’s political control as being based on “on-off regulation” (legal) and pretends to offer a modern one based on “continuous control” (political). (Instead of switching “on and off” in order to regulate home-boiler water temperature, the control is improved by continuous regulation of water temperature, viewed as maintenance of the set point of the constant temperature). The implications of this “conflict” give relative advantage to West offering to Russia “improvement” in particular in dealing military issue like NATO. It means political binding is preceding legal one. So the “conflict of attitudes” is in time, not in the substance. It is a matter of chosen sequence of military acting and its consequences in feedback part of political loop. Now, the western concept – however technically more sophisticated – is not a big deal anymore as well. Its main disadvantage is – more difficult repair, or more complicated correction. However, this world is running its last chance – just in this feedback or corrective part of the loop. West has bounced the end of industrial era being at the technological peak promising only the future of falling down. There is no reserve political energy (motivation) in the entire West to make an inward curved (involute) turn and to continue the progress in another direction. This is what Lavrov is offering if one visualizes properly. It remains the evident fact – Russian maintain the superiority even under the pressure of continuous relative advantage of the West, matching it by fascinating political simplicity. It is a matter of fundamental reliance on the past experience of the world, not only on impressive Russian historical share. USA is too young to match human future.
