Oh well, now, isn't that the "beauty" of our system...that one politician, like Ronald Raygun, can promise Gorbachev that NATO will never expand even one inch, then another one can come along like Clinton and expand NATO like a blob? However, I must say, this sort of treachery is usually explained by the different parties; it is really rather unusual that this occurs within the same party, much less the administration. Of course, there will be differences, but usually they don't come to light for some time.
