US diplomats drive like crazy in Russia! The should take some driving classes prior to driving in Russia!

The answer to this is simple. Don't buy US goods. Hit them where it hurts, and maybe they'll be more considerate in their dealings with other countries, including accepting responsibility for their behaviour, and the consequences of that. If everyone does this, and hits their exports hard, the US corporate sector will put pressure on the US government to find a solution, for fear of a reduction in profits. Remember that unlike Russia, and the community spirit in this country, the US is driven by one thing. Money. All else is secondary, and their continued arrogant assumption that they can behave as they wish, to the detriment of the rest of the planet, will be their undoing, if we don't support their corporate sector through purchases. To the US public, all other nations are collateral damage, to be ignored, at their whim. Be bold, and keep Russians safe. You just might do the rest of Europe, and the wider world a favour, as a result.
