Despite concerns from US security officials, one of the world’s largest instant-messaging services – ICQ – has finally changed citizenship.
It would make sense because only Russians use ICQ. Technologically it is outdated. I used ICQ when I was in elementary school
All the more reasons to in fact move this server/instant messenger to Russia. The U.S has no linguistic capacity to decode thee messages where Russia does. The U.S needs to trust Russia.
