Well, this will go through only if the US manages to trap Russia into some sort'of an agreement. The western spheres are running out of resources and desperate times are ahead as they are for the world because the human population is too great and everything is seen, elevating the danger of any conflict 10 fold for those proving or with desire of "wise" realizations. With this in mind, don't think you'll be any better, Russia, because you will be forced to use too many resources to protect yourself and spread out instead of in and then you'll be singing similar tunes as Washington until the end.
