US President Barack Obama has submitted to Congress the new Russia-US START treaty aimed at cutting nuclear arsenals for ratification. The signing of the document has been dubbed “the final end to the Cold War.”

When Obama and Medvedev had their joint new conference about the signing of START, it was announced that the ratification would be submitted simultaneously to the US Congress and the Russian Duma(I believe). Where is the announcement of START being submitted to the appropriate Russian body? Or, did I miss it somewhere?
