A new nuclear arms reduction treaty will be signed by the Russian and American presidents on April 8 in the Czech capital Prague, as agreed during a phone conversation between Dmitry Medvedev and Barack Obama.
According to the Russian leader’s press secretary, Natalya Timakova, the new Strategic Arms Reduction Treaty (known as START) “reflects the balance of interests of both countries” .
"The presidents thanked each other for their co-operation," Natalya Timakova said.
Both the Russian and American leaders agreed that “the main task after the signing of the treaty will be its ratification.”
Russian and US diplomats and military experts have been working on the new treaty since early 2009. Initially, the plan was to have the document ready by the end of last year, before the expiration of the START treaty, which the new one is to replace.
The sides will reduce their nuclear arsenals by 25 per cent, leaving 700 strategic warheads to each. The number of deployed nuclear charges will be cut to 1,550.
Also, there will be a legally binding provision concerning the link between offensive and defensive strategic weapons, according to Russia’s Foreign Minister Sergey Lavrov. All strategic weapons will be based strictly on the territory of the two countries. A bilateral body will be set up to oversee the implementation of the treaty.
“The new treaty includes specific provisions concerning notifying each other, verification procedures and confidence-building measures. The verification mechanism will be simpler and less expensive compared with the old treaty. It will be fully based on parity,” Lavrov told a news conference in Moscow.

Question: When does a defensive missile system become offensive?Answer: When offensive missiles are no longer capable of penetrating the defensive, anti-missile system. Medvedev-Obama |
Some experts believe the Nuclear Treaty will really not resolve anything. The faked US reset policy towards Russia will continue to escalate into growing confrontation accompanied by the US further loosing its influence and reputation globaly. Of course, this start Treaty has nothing to do with the November elections, but is just a mere Obama's attempt (though, a rather naive one) to win another Nobel Peace Prize (NPP). Because, you see, for the first NPP he did virtually nothing to deserve it, but for the second one he will have at least something. I think the whole mess will eventually evolve into each American President winning the NPP every year. My personal opinion is that this a fair enough arrangement, because, after all, between two phone calls from Israel with the orders about what he can do and what he is not allowed to say, or to do, Obama has a right to do something for himself.
This Prague signing is just a photo-op to present Barak Hussein Obama as presidential to the folks back home and improve the changes of the democratic party in this November election. I have not read this treaty, but from my experience with past US-USSR treaties, this treaty will be absolutely meaningless when it comes to curtailing American and Russian nuclear weapons development and destructiveness. Sure, a few antiquated nuclear warheads will be destroyed to grand media hoopla, but that is all.

You guys say that the US is faking and that they wont do anything. You know what Russia would do the same, actually russia has backed on its word before. In 1972 at the Biological weapons convention, the USSR signed the treaty. But then they continued on with their biological weapons programs.
