The bad rollout of the Kerry-Lugar bill, which is aimed at helping Pakistan, is an example of poor public diplomacy, said Josh Rogin of Foreign Policy magazine.

“In the end, the aid probably will go through and the money will probably improve US–Pakistani relations, but the bad rollout is the bad optics,” Rogin said.

US lawmakers are seeking to soothe Pakistan's anger over the controversial $7.5 billion aid package, which is seen in Islamabad as a threat to national security. The bill would provide money for economic and social development programs.

Now US officials are preparing an explanatory statement for the bill to prove they have no intention of interfering in Pakistan's sovereignty.

The explanatory statement does not have the force of law. The current civilian government consists of former exile alumni, and has shown that it is out of touch with Pakistani reality. The mindless assault on the Tribal Areas, has shown what happens when you get together US military with its own myopia, with a ruling team of cobbled together former exiles -- scared for its own security and out of ideas. All the current "civilian" government knows, is that it needs money. Mr. 10%, the former nick-name of the current president, understands really only the language of money. The problem is, he has lost every support from the military and the population. He has allowed the Afghanistan crisis to engulf Pakistan, and now does not know where to turn. Another exile sugar plums may be dancing in his head. Millions of refugees, with many more to come, for zero tangible results at home or in Afghanistan. All that the assaults on Tribal Areas did was to generate tens of thousands of militants in Pakistan. These new angry people are the material for the upcoming civil war. Pakistan is opening itself to danger, as for the first time in its history will not be able to defend itself from India. To the ruling elite, the strangers in Pakistan, the promised money is their ticket to salvation, leaving Pakistan to be occupied by US. The idea that Pakistan will eventually come to terms with the money may be illusory. Only a narrow top has the interest in money. Pakistani military may think differently.
