Will US$150 billion improve US education system?

The US Senate is debating a bill that could see US$ 900 billion ploughed into the country's ailing economy. Some US$150 billion is aimed at improving education standards in the US.
However, Neal McCluskey, Associate Director of the Center for Educational Freedom at the СATO Institute, says it’s not exactly what’s needed for improving education standards in the country.
