Is it appropriate for a military general to spy on American civilians? In the past, no. It would've been the FBI with warrants. Soon it will be the gulag for us all! To hades with us, who cares?!!

Prism is indefensible to right minded people and it looks like there are to many USA generals twiddling there thumbs trying to justify existence by advocating war in foreign countries. Colonialism is not in vogue anymore so puppet governments are the other option for USA government to supress people and subject them to injustice.
