As if they have not been doing this for years. There has been a monitoring program that targets call "Gang Stalking", that has been monitoring people's every move here in the USA. This is nothing new, they just want it to not be as covert as before so they can't face legal action when targets get enough evidence that they are being monitored and harassed.
