Initial ‘Partygate’ report out: What’s in it & what’s next for UK’s embattled PM?

The UK government received Sue Gray’s report into alleged pandemic rule-breaking at Downing Street on Monday morning. Shortly after, a limited version of the Cabinet Office inquiry into ‘Partygate’ was made public.

The 12-page document was anticipated to be pivotal in determining Prime Minister Boris Johnson’s future. However, Gray acknowledged she was “extremely limited” by a request from the Met police to only include “minimal reference” to events it is also investigating – and the document does not include the bombshells some were expecting.

What was under investigation?

Senior civil servant Sue Gray was commissioned by the government to investigate a series of events at Downing Street, the PM’s office and residence, allegedly in breach of his own Covid-19 rules. She was tapped for the job after the Cabinet Secretary Simon Case, who was initially given the task, was accused of being aware of lockdown-breaching events in his own office.
Gray’s probe set out to investigate 16 events on 12 dates over a 20-month period, including a gathering in the Downing Street garden on May 15, 2020 and a celebration in Johnson’s office on his birthday in June that year – two events widely reported in the media.
Her report notes that all but four of the 12 dates were being investigated by the Met Police; thus her report primarily concerns those four events, which took place between May and December of 2020.
Those events included gatherings for the departure of a special adviser, an event in the Department of Education ahead of the Christmas break and a Christmas quiz at Number Ten.
Gray made clear in her report how restricted she was by the Met police probe. “I am extremely limited in what I can say about those events [under police investigation],” she wrote, adding it was therefore “not possible at present to provide a meaningful report setting out and analysing the extensive factual information” she was able to gather.

What were the initial findings?

While short on detail, the document published on Monday accuses the government of widespread misconduct.
“Some of the behaviour surrounding these gatherings is difficult to justify,” the report reads, referencing the stringent restrictions Britons lived under during the height of the pandemic.
Gray noted that some people had “sadly even died while observing the Government’s regulations and guidance rigorously” and that officials had failed to live up to the expected standards.
She said “too little thought” was given to the organization of these events, including a dearth of consideration for the public health risks and little awareness of how they would be viewed by the public.
“Some of the events should not have been allowed to take place. Other events should not have been allowed to develop as they did,” the report reads.
It also condemns “the excessive consumption of alcohol” and calls on the government to establish strict protocol to govern its consumption in the future.
Gray said the use of the Downing Street garden as a more Covid-safe working area was “sensible” and “appreciated” but that the space should not be used for any gatherings without clear oversight.
Gray also raised concerns about structures in place to govern the staff at Number 10 Downing Street. She said that staff numbers have risen considerably in recent years, but structures to manage the large body of civil servants had not. One impact of this is the “blurring of lines of accountability.”
The report also notes that some employees felt unable to raise their concerns about behaviors they witnessed at work.

What does it mean for Boris Johnson?

The report does not mention the prime minister by name or make any reference to misdemeanors that he personally is alleged to have committed.
Johnson had frequently called on lawmakers and the public to await the findings of Gray’s report. The prime minister, as well as the British public, will now need to wait for the outcome of the Met Police’s probe.
The Metropolitan police has said it has received 300 images and 500 pages of documents about the Partygate allegations from Gray’s team and is working to contact everyone it needs to.
Johnson extended his apology on Monday, insisting that he and his government can be trusted, stating “I get it and I will fix it.” The PM said he would be making changes to the way in which the government is run.
Labour Party leader Keir Starmer delivered a damning speech, condemning Johnson and his government; however, much of the PM’s own party defended their leader, while a number of senior Tories, including Theresa May, stopped short of backing the embattled leader.
