Russian troops only strike military targets in Ukraine, Kremlin Press Secretary Dmitry Peskov told Izvestia on Thursday, adding that this is not the case with Kiev, which he said freely targets civilians.

Speaking on the sidelines of the Eastern Economic Forum, Peskov said the Ukrainian military “will stoop to anything” as they strike residential and civilian buildings in Russia.

The Russian military “continues its strikes exclusively on military targets or near military targets,” Peskov said, adding: “then we see the Kiev regime using cluster munitions on residential areas and purely civilian targets.”

Nevertheless, Russia will continue “improving efficiency, increasing the pressure, and moving forward” in the course of its special military operation until all of its goals are “fully achieved,” Peskov said

Since the start of the conflict in February 2022, Ukrainian forces have on multiple occasions shelled the Russian border regions of Belgorod, Kursk, and Bryansk, causing civilian deaths, injuries, and damage to infrastructure.

One of the latest attacks on Belgorod Region on Sunday night destroyed a kindergarten, prompting the region’s authorities to close dozens of others and switch some schools to remote learning. Belgorod has repeatedly come under Ukrainian shelling and drone attacks during the week.

The attack, in which Ukrainian forces are alleged to have used cluster munitions, claimed the lives of five civilians and injured 46, including seven minors.

In the interview with Izvestia, Peskov also said that foreign military instructors have been active in Ukraine.

On Tuesday, the Ukrainian military suffered a significant blow when a Russian missile strike hit a training center in the city of Poltava. Scores of troops were killed and injured in what the country’s leader, Vladimir Zelensky, described as an attack on “an educational facility.” The Russian military claimed that the facility housed foreign instructors who trained Ukrainians in military communications, electronic warfare, and drone operations.

Zelensky has also been urging the country’s Western backers to allow long-range strikes on Russian territory during Ukraine’s ongoing incursion into Kursk Region, though this has not yet received approval.

Russian President Vladimir Putin has said the attempt to disrupt the Russian military with the massive cross-border attack into Kursk last month backfired. According to estimates by the Russian Defense Ministry, Ukrainian forces in Kursk have lost more than 9,700 troops and over 700 armored vehicles in the operation.
