US President Barack Obama’s advisers do not want to him to appear weak in dealing with Russian concerns about an anti-missile defense system in Eastern Europe, says Joseph Cirincione, president of the Ploughshares Fund.

At the same time, Cirincione says, independent scientists who looked at the radar system set to be installed in the Czech Republic say that it doesn’t work, and it is therefore very important that the operational effectiveness of the AMD system be subjected to an open, fair and objective assessment.
