The father is taking action under a 1998 Russia-U.S. agreement, according to which the aviation agency is responsible for ensuring pilots' Boeing aircraft training is done properly. Lawyers say the agency failed to do so, and claim one of the pilots was inadequately trained to fly the plane. The plaintiff wants compensation of $U.S. 10 million but says his main aim is to change the pilots' retraining scheme. The September plane crash in the city of Perm in the Russian Urals killed 88 people.
