China has sent hundreds of fishing ships in an oddly militaristic formation while denying the presence of naval personnel. Infuriated by the gesture, the Philippines is making haste to build a naval installation at the reef and to fortify other parts of the South China Sea and the highly-contested Spratly Islands.
