Truce misuse?

With fighting in Aleppo reaching new levels of ferocity, it’s easy to say the Syrian ceasefire never stood a chance. Yet a closer look at published documents reveals painstaking details and meticulous sequencing, indicating serious efforts on the part of the negotiators. Why then, despite all the work put into it, has this roadmap not led anywhere?
