One handshake at a time – that used to be the motto of citizen’s diplomacy, a movement that originated in the latter years of the Cold War and is often credited with helping to bring it to an end. Does it stand a chance nowadays when Russia and Western countries have cut their diplomatic exchanges to a historic minimum?
