In its new foreign policy concept, signed into law this spring, Russia for the first time officially defined itself as a distinct country-civilization, with its own set of values and its own articulated vision of the world and the relations between nations. What does it mean for the way Moscow positions itself on the international stage and, perhaps even more importantly, how it goes about building its own life here at home?
