Ban Ki-Moon calls for early EU presence in Kosovo

UN Secretary General Ban Ki-Moon wants to amend the structure of the UN in Kosovo, so that the planned EU mission can start functioning.
According to Ban Ki-Moon's representative the idea is included in a report to the Security Council.
The report also includes a proposal to dismiss the head of the UN mission in Kosovo.
Russia generally opposes the idea of the EU presence in the region. Together with Serbia it says the deployment of EU forces without Security Council approval would violate international law.
