Serbia's Minister for Kosovo, Slobodan Samardzic, has been visiting the region to show Serbs living there they have not been abandoned. The ethnic Albanian leadership called the act a deliberate provocation.
Slobodan Samardzic went to the Serb enclave in Kosovo.
He also visited a construction site southeast of the capital Pristina, where Serbia's government has been building houses for minority Serbs.
UN officials originally announced they wouldn't let Slobodan Samardzic enter Kosovo, but changed their minds.
