A controversial 320 metre skyscraper, encased with glass, will be built in St. Petersberg after local authorities finally approved its construction. The controversial Okhta-centre has sparked heated debate among city residents who fear it will change the

The tower is set to dwarf every other building in the city.

The $US 60 BLN project is being funded mainly by gas giant Gazprom, with the rest of the money coming from the city.

It is hoped it will be finished by 2016.
