Moscow’s UN envoy Vitaly Churkin has questioned the objectivity of a report presented to the UN Security Council by the international representative for Bosnia and Herzegovina, Valentin Inzko.

In his address to the Council on Tuesday, Churkin accused Inzko of “highlighting negative aspects” of the situation in the Balkan country and “ignoring” any positive changes. Apparently, it has been done “deliberately” in order to “justify the necessity of his future existence.”

Speaking at the session, Inzko stated that the need for his office to remain in the country “will continue until such time as Bosnian and Herzegovina is self-sustainable and firmly and irreversibly on the path towards EU and NATO integration,” the UN official website reported.

Meanwhile, Moscow insists that at the current stage of the Bosnian settlement the international community should let the Balkan nation decide its own fate.

“Practically, it means the abolition of the office of the High Representative for Bosnia and Herzegovina,” Churkin said, as cited by RIA Novosti.

The Russian ambassador believes that both the Bosnians and Herzegovinians have demonstrated their ability to come to agreements and find compromises without any external interference.

The 1992-95 Bosnian war ended with the conflicting sides signing The General Framework Agreement for Peace in Bosnia and Herzegovina, also known as the Dayton Agreement. It laid the groundwork for the creation of the federal Republic of Bosnia and Herzegovina, which is home to three large ethnic groups: Bosniaks, Serbs and Croats. The country is composed of two political entities: the Federation of Bosnia and Herzegovina, and the Republika Srpska. While both entities have their own state bodies, the country is in fact powered by the Office of the High Representative, which is responsible for overseeing implementation of civilian aspects of the Dayton Accord.

Sasha, why are you wondering why Bosnians are not prosicuted as same as Serbs? Its clear that we didnt commit so many terrible crimes as Serb nationalists. You think you know something about Balkans by watching  news, you are wrong. Even today Ratko Mladic and supporters are justifying what they did to my people in my country. As long as there is that support for genocide there is no peace. What about Russian and Greek volunteers fighting with Serbs before any Arab volunteers fought alongside Bosnians, somehow you failed to mention that. What are Russians and Greeks doing in Bosnia with Serbs armed? As for attack on US agency, I have to tell you that your mindset is as same as typical hatred filled idiot, you brought that up to encourage your anti Bosnian comment. Persons that organized and shot at US Ambassy are arested and on trial, typical criminals. No different than one on Norway that killed 50-60 people recently in shooting spree. That doesnt belong in politics if it is delt with by criminal police which is the case in Norway and Bosnia. Looks like every genoccide suporter is using that incident to undermine Bosnia's status as a country. Sorry but doesnt work that way. Bosnia fought Serbia, Croatia, Monte Negro, Bosnian Separatists number in thousands Avdicevci, Russian and Greek mercenarys, as well as from all over former USSR at the same time. If that form of Ethnic Cleansing didnt sucssed your hate comments will hardly do any damage. Bosnia is sovereign country with many religions and peoples, it will stay that way.

You can spam all you want, there will never be a  ' long run' for Bosnia, ever... Bosnia is an artificial state created by the colonial powers of the West. When the money runs out and the NATO can no longer afford to field an occupation force, Bosnia will disappear.

I take it that the Russians mean it well, although they tend to emotionally (and also sometimes irrationally) side with the Serbs. This is not to say that the political "elite" in the Federation of Bosnia and Herzegovina (outside of the Republika Serpska) are on the level (they are not!), but the wish to abolish the Office of the High Representative is by far and large a goal of the Serb politicians. 
With all due respect this is irresponsible since all the progress that has been made depends on keeping the ethnic agendas in check. Unfortunately, the Dayton agreement itself exacerbated these dangers, and favors the political parties with ethnic agendas.The situation in Bosnia is much better than during the War, yet it is still clearly worse than immediately before the war. The Dayton agreement also did not aim at providing a stable political system, but at stopping the war, and appeasing the various parties involved.
It would be a mistake to stop now, since the political factions from the three groups have still not shown the ability to cooperate in a constructive manner. The report did not say that things are bad, but just that more needs to be done. It depends on what the criteria are, if it is the accession to the EU and a fully functional country, then the remaining  problems need to be solved, otherwise they might jeopardize the stability of the region in rthe long run.
