Russia drafts 3-year foreign PR plan based on soft power – report

Russia could improve its image through science and culture centers, the promotion of the Russian language, and youth festivals, in plans put forward by a Russian government agency.

It has been prepared by the Federal Agency for International Humanitarian Cooperation and the Kommersant business daily reviewed a draft of the document in its Tuesday issue.

In particular, the authorities intend to hold a major Youth and Student festival in Moscow in 2017. Similar festivals were twice held in the USSR – in 1957 and 1985 and became major events both in the country and in the world.

The agency wants to attract more young foreigners to Russia through raising the foreign student quotas at Russian universities as well as re-launching the ‘houses of friendship’ with foreign nations – large state-sponsored culture centers.

The plan includes measures to support the Russian language such as aide to the Russian-language media, launching language courses for future immigrants and opening a network of offices that would offer official certificates of proficiency in Russian on the basis of the existing centers of Russian science and culture abroad.

The Cooperation Agency also says the number of these science and culture centers should be increased and the existing 59 offices should undergo modernization. There are also plans to open special centers for postgraduate studies and branches of Russian museums.

The agency suggests the web-sites of all culture centers post “an anthem in prose” – a special text about Russia prepared together by the Cooperation Agency and the Ministries of Foreign Affairs, Culture and Communications.

This is the first major program prepared by the International Humanitarian Cooperation Agency that was set up in 2012. The head of the organization, Konstantin Kosachev, refused to comment on the document saying that it was still being prepared.

Vladimir Putin raised the issues of giving a true image of Russia to foreigners in his article ‘Russia and the Changing World’ published at the time of the presidential elections. These questions are also mentioned in the last document on Russia’s foreign policy prepared in 2012.

The same neocons experts who have created bad images of Russia abroad and at home will seek to take over this PR agenda. The question will the Russians be able to be wiser and fund those who truly love Russia and will not promote false images of Russia but honest representations of Russia to the rest of the world? Time will tell.

it is through EDUCATION of cultures and exchange in culture -- that Russia can also do that. imo. Russia can show off the beauty and greatness of her Landscape - the most immense and richest on earth for a single nation -- and HOW it is reflected in the Russian "soul" so countries can understand Russia the way Russia defines herself -- and NOT the way the USA and the West or any other country defines Russia. 
and the way to do it is only one : simply reach out to countries with her Culture and her OWN achievements that rival those of the colonizers from the west that have been running the way things are "defined" in this world. 
i am ABSOLUTELY convinced that countries everywhere are just WAITING to learn about russia and to partake of what Russia has to offer that can be as enriching and enhancing to other countries as any other country  -- and from that - countries WILL see they have much to benefit from in good relations with Russia. 
and GOOD relations mean -- benefits for all of them. not least - to russia herself for the goodwill, and respect and understanding of what a great culture and nation she is.

WHY is the Rise of China so threatening to the USA and the west? because of one thing, apart from the Rise itself in economics, etc: 
it is because China NEVER forgets to remind the world: 
"CHINESE " characteristics. CHINESE culture, CHINESE history, CHINESE cuisine, CHINESE art and literature, CHINESE science, CHINESE economic ideas, CHINESE "family values", CHINESE...etc. etc...........
no matter what China "absorbs" FROM the world...in other words  -- CHINA will NOT allow the west or the USA to DEFINE china to the world. China will define herself ! she does not IMPOSE herself -- but she says "we are HERE - we are CHINA".....
as a high ranking general of China's army said some years ago: 
"We allowed ourselves to become WeAK and CORRUPT centuries ago -- and became vulnerable to conquest by foreigners - we will never again allow it ....we will ABSORB what the world has to offer that we consider beneficial to our country -- but we will NEVER be a WESTERN country -- we will remain, as we always have been, CHINA".

every one knows of the great musicians from russia -- the great composers that people everywhere can "feel with" even if they didn't know where it came from that NO "pop music" can compare to - such as Tschaikowsky for example, or Rachmaninoff, or Russia's great choral traditions and dances etc -- 
imagine spreading that in embassies, in cultural centers, in educational systems in countries as "cultural exchanges" -- it would lay the foundation for students, future citizens of countries to have a greater understanding and APPRECIATION of the greatness of Russia's cultural achievements -- and from THERE connect with Literature , such as Tolstoy, Anton Chekhov, Pasternak, and current Russian writers, poets, -- and from there the Whys and Reasons for Russia's unique Political thought, society, and approaches to the challenges of society , the world, etc...
and from there a better understanding of mutually beneficial ways to "do business" because Russia and other cultures have a deeper understanding of what makes each other "tick" , what makes each other unique, and what are the needs and expectations of each culture from the other cultures. 
I think this is a wonderful, LONG-AWAITED , idea that should be enhanced. 
it's a win-win situation -- and for  Russia to take her rightful place as a truly influential and well-respected nation. ...rather than - as has been the case -- always at the MERCY of AMERICAN and 'western' propaganda and "definitions" . 
it is time for Russia to DEFINE HERSELF to the world -- and NOT allow the USA and the west to Define Russia .
