Preparations for President Medvedev’s annual address to the parliament are in full swing, with input from many sources. Feedback on his recent article is also being considered, including Mikhail Khodorkovsky’s remarks.

Dmitry Medvedev has been reviewing feedback on his September article “Go, Russia!”, where he laid out an ambitious plan for national development and is personally reviewing the most interesting comments made by citizens. Tens of thousands of Russians have already submitted their ideas.

“A lot of people responded to the president's article and his invitation to take part in preparations for the address to the Federal Assembly. The president is meeting with various groups, entrepreneurs, and parliament factions. Of course, he personally studies responses that are of the most interest, that have been posted on his blog or voiced in the media and he also read a recently published article by Mikhail Khodorskovsky,” the President's press-attache, Natalia Timakova, told RT. “But unfortunately, I don’t know anything about his personal reaction to it,” she added.

Currently serving his sentence in a detention facility, former oil oligarch Mikhail Khodorkovsky responded to the President’s article and shared his views on the problem of Russia’s modernization in his own article for the Vedomosti newspaper.

Khodorkosvky has generally agreed with what Dmitry Medvedev has outlined as the most burning sides of the problem. But he has emphasised that “modernization cannot be ruled by one leader, even the most powerful, if he doesn’t have anyone to rely on.”

“Modernization cannot be carried out by one person alone. This process is beyond the strength of hundreds and even thousands of his followers from the bureaucratic camp,” Khodorkovsky says in his article.

“To my mind, to carry out real modernization, a full-scale social level is needed – a full-scale modernization class,” notes Khodorkovsky.

The population of this class should be no less than 3% of all working people, “which is, in our situation – no less than 2 million people.”

What Russia HAS got however, is NOT a large investment in One Way social communication systems. the necessary strong action was taken and many were dismantled, the world thanks Vladimir Putin and the team for this. Now as these communications are broken apart it is necessary for new Two Way 'free' systems that can have no fixed controlled point to be put into place. And if these systems feedback to the policy setting agenda or the political system then there is a brand new system something with unbelievable potential. But it can’t be faked.

Things can not be rushed, there is no revolution to be had in this respect, it is an evolution, what is the definition of a revolution? a violent armed takeover?, this could and only does occur when the deviation, the gap, of information and communications becomes so large that the citizens decide that it is worth while to humanly risk harm to themselves to effect change.. Now that is a serious break down of information, and communication. These cases can only occur in situations of extremely interrupted information flow , so for example one way systems , TV, RADIO etc or excessive Disinformation. any two way system of information acts to developing the further evolution. examples , community TV with un-moderated call-back, Community Radio un-moderated call-back, Internet Bulletin boards, free low or un-moderated internet bulletin boards, independent IP web sites. What will occur is a slow feedback loop of free information, if this does not occur then the even flow is interrupted , in this band new system , the political system will set good policy which encourages feedback , then as the feedback effects policy in the most even path (because the most amount of people are involved) this further gives incentive to the people to engage as they see change occur. From a purely economic term the efficiency potential of a feedback system such as this is really surprising, and as the law of exponential returns occurs, the broad base may take years but then the feedback will expand greatly , of course it will be taken for granted at that time ha ha.

The former ‘free’ society the 'west' enjoyed came about as a result of 'acceptable' policy before information was closed down or became one way (because although the multiplier was much less, information was much much more 'free', that is to say NOT one way). Our ‘free’ societies have done as well as they have DESPITE modern one way communications, humans love to market and to free information and communicate, humans love colour we don’t technically need it but never the less we are human, when information closes down humans will make up the rest, a black market is the market that exists when there is no white market, the market never died it changed. The market is human. Now Russia has a chance to go so much further, but the people will understand if the information is one way or two way, it is obvious , so as policy evolves so along with it will the ‘free information class’ whom is literally anyone under the lawful incentive based policies.
