Putin orders defense industry modernization recalling pre-WWII advances

Russian President has ordered top state officials to create the conditions for breakthroughs in the defense industry similar to those achieved by the Soviet Union in the 1930s.

Speaking at a session of the Security Council – Russia’s top body for coordination of efforts of various state structures – Putin said that the country needs to renew its industrial assets and achieve a major modernization of the entire arms industry.

Over the past 30 years, the Russian defense industry has missed several opportunities for modernization, Putin said: “Now we have to catch up.”

“In essence, we should make a breakthrough in the modernization of our defense economy, like the one that happened in the thirties in the last century,” he said, adding that the country needs to increase advances in the research and engineering spheres in order to produce new types of weapons.

Putin also announced that prices for Russian-made weapons would now be determined by the government, under the personal direction of Prime Minister Dmitry Medvedev. All arms-producing companies will undergo efficiency checks in the near future, he said.

Putin told security officials that other Russian companies could use foreign technologies in their wares, but it was unacceptable for Russia to manufacture arms from foreign-made parts.

The Russian President also said that the country would continue to miss its targeted quotas if authorities do not set up a method to centralize production orders: “This happened at one of the conferences in the end of last year and it happened again in the beginning of this year. I asked the responsible structures to think about creating an effective control mechanism and I have not received any suggestions so far.”

Putin has made an increase in defense spending one of his principal priorities, despite warnings by economists that growing military expenditures could undermine the country’s budget balance. State defense expenditures for 2012 are estimated at 677 billion rubles (about $21 billion).

Between 2011 and 2020, the Russian Defense Ministry plans to upgrade 70 percent of its weapons to new models, focusing on modern precision systems. Russia plans to spend 23 trillion roubles (about $718 billion) in this endeavor.

At the end of 2011, Putin ordered the creation of the governmental post of deputy Prime Minister for the defense industry. He appointed Russia’s envoy to NATO, Dmitry Rogozin, to this position.

President Putin has been trying for how many years to get the doofers off the dime? One thing Stalin did was get results, so maybe Vladimir could profit from his example in this instance; hire a half dozen actors to play factory managers (of unnamed factories in unspecified regions, of course), and put on a show via dvd of the 'execution' of the lazy and the stupid. Show the dvd to unsatisfactory managers, with the mention that he would prefer it if this manager were to not provide yet another example, for encouragement of others, but it was entirely up to the manager - - he could drastically improve his performance, leave his post, or take his chances. No one is actually shot, of course, but I'd suspect that there are a number of moss back ministers and managers who remember when people were shot for poor work performance, failure to meet quotas, wearing the wrong color tie or mismatched socks, or just because Uncle Joe thought that a certain number of people should be shot on that particular day. My bet is that the Russian armaments industry and related manufactory would become spectacular performs and producers virtually overnight. Think about it.

I guess it's a part of government's course on innovative development. With events like this https://www.fa cebook.com/OpenInnov ations2012 , with all the cooperated work on stimulating entrepreneurship in the country - I think it's a strong will to reconstruct existing economy.

T he US debt cannot be fixed peacefully.  Either a whole-out world war or whole-out civil war with a necessary consequence of scrapping out the entire system may bring some changes.  How much in dollar terms?  If we ask FEDS they'll just fire up their machines and print more of the funny paper they call - money!  We can slowly inflate our way out of our debt problem. Pay off the debt (most by the way is held by Americans - Social Security Trust Fund). From CNBC:=============== ==================== ===========

================ ==================== ===========So, the answer is simple. We pay off today's $1 debt with tomorrow's $0.50 dollar (+/-). It will take some time, but it can and will be done. Simple economics! And as long as there is no replacement for the dollar (there isn't - the world depends on the American economy) the dollar will remain the reserve currency.

Oh - if some nation demands immediate payment and we say no, what are they going to do when we have the world's strongest military? NOTHING! That's what's called "Real politik"!
