Saakashvili IS a tyrant and a war criminal. The USA is his puppet master, with obama pulling the same old strings that Bush did last August.

Irrespective of what they think about the rights and wrongs of the conflict of last summer, current NATO members probably would not want Georgia in NATO (at least, not with the current government). If Georgia were a member of NATO, Sakashvilli might feel extra bravado in starting another conflict with Russia - in which case, other NATO members would have to consider if they should really honour Article 5 and go to war with Russia on behalf of Georgia. I don't think this is a prospect that any NATO member would want - even those with the strongest anti-Russian rhetoric. I think Sakashvilli has become an embarassment for the US administration and others who supported him - he patently does not enjoy popular support in Georgia and looks like a tyrant.
