Pivot off-balance?

US policies in Europe and Asia are often perceived as attempts to contain the rise of Russia and China. While these strategies are paraded as realism in the US, those on the receiving end view them as idealistic and antagonistic. Is US foreign policy doing more harm than good, and how is the rebalancing of global power shaping the emergent multipolar world?
